I hereby veto this bill, I believe there should only be one speaker per assembly period unless they resign. I don't like the fact that the Speaker appointed all as deputy and gave them Speaker powers, so this really rubs me the wrong way.

While I’m concerned about the source being the New York Post, this does setting off an alarm considering that this could affect unvaccinated dogs in the area. The proper cabinet members have met with me and animal control services will be on the case.

Business Layoff Transparency and Protection Act

I (Title): The full title of this bill will be the Business Layoff Transparency and Employee Protection Act of 2018

II (Transparency):
If a business, regardless of market status, or if it is a publicly or privately owned company, lays off one or many of its employees, the business must provide a substantial report of reasoning to why the employee or employees were relinquished of their employed status.

III (Protections):
1: No employee shall[be laid off without being given a reason for the layoff, and a layoff shall not be given for a discriminatory reason such as but not exclusive to race, religion, gender, or sexual orientation.

2: Lower level employees shall not be laid off in favor of a higher level employee’s relative or spouse.

3: No employee shall be fired for missing work due to major medical and familial emergencies, including surgery, disease, or death of a close family member.

IV (Rights):
1: Employers shall be required to give their full time employees (excludes temporary hires and interns) a lunch break breaks of at least 30 minutes per 5 hours worked and a rest break of 15 minutes per 4 hours worked. An employee shall not be required to perform duties for their employers during breaks.

2: Full time employees shall be given 10 days of vacation upon their first year of employment, and will acquire seven additional days of vacation during the second year of employment. Seven additional days of vacation shall be added to the total following the completion of four, nine, and nineteen years of employment for a single employer.

3: Employers will be required to allow off time for necessary events, as stated above in Article III, Section III.

V (Passage date): This bill shall be passed upon signing by the Governor of Lincoln.
