Very mixed.  Cast a few great decisive vote (such as gay marriage), but more bad decisive votes than good.  Then there is the horrible timing of his retirement.

His legacy will always be marriage equality, but he made the conservative case for it.  His words are used as vows now in weddings.

He was a conservative from Sacramento who was from the Barry Goldwater wing in the western states - libertarian, especially economically, with a focus on individual rights.

For such an old man who attended school when being gay was not even talked about at all, he had an open mind.  He probably doesn't think of himself as a gay advocate at all though.
