Winterfell Player - Baconomics as Lord Cregan Stark

The Library of Winterfell - Aside from Castle Black and White Harbor, the only notable area encouraging study is the library of Winterfell, where many an ancient tome are kept

STATE OF AFFAIRS:

-Winter is over, and the time has come to begin thinking of the crown of the North, which belongs to you by rights. You should seek the vassals close to you and those most likely to declare first, and begin gathering oaths of fealty to legitimize your claim. There is the large matter of unpaid taxes due to House Stark, which must needs be dealt with as it is an important part of legitimacy to begin this process once more.

-"The toothless wolf" is a humorous song being sung throughout your realm, and you are the target of degradation. It jokes of a wolf who cries day and night over his sore teeth, which are then pulled out by a man without skin; even after the vicious pain inflicted by his roughness, the wolf meekly thanks him and is doomed to consuming porridge the rest of his life. While not poetic, it is on the lips of every tavern singer at least once a night, even becoming a drinking song. While harmless enough at first sight, the smallfolk are beginning to mock you openly when you're not around and treat you with disrespect while your back is turned. You can outlaw the song for a small cost of policing taverns, but this may even make the song more desperate to be heard...

-A Pentoshi nobleman was caught travelling your lands without warrant or any plain cause. When brought before you(rather roughly) he informs you he is merely touring the North. He has no notable possessions but a decent supply of gold (8,000 GD equivalent) and an retinue, half of which are unsullied eunuchs. He offers you a eunuch with impressive mathematical skills, and asks for hospitality worthy of his station. He wears a badge of high office and with documents that verify he is an associate of one of the Pentoshi magisters.

White Harbor Player - Kingpoleon as Lord Cyrus Manderly
Vassals: Ram, Woolfield, Flint
Prestige: 5 (The fact that the Manderly's worship the seven hampers their credibility, though makes the port a much more tolerant atmosphere for traders worldwide, increasing trade revenue)
Legitimacy: 6 (The wealth of House Manderly keeps many of the more outspoken zealots quiet, but there are those of your vassals who wish for a return to the old gods)
Population: 650,000 / 5,000 foot, 1,500 mounted
Income and coffers: High / 800,000 GD
Resources: Silver, Luxury Resource - Ale
Traits and Notes:
White Knife: One of the best trade routes in the North, this is vital to trade and whoever controls it recieves extensive benefits
The Seven: Gives troops poor morale and causes friction in the city between the two factions of believers
Silver Mines: Though it takes more time than trade, you can pull your wealth directly out of the ground if need be by setting up subsidized work projects. Pulls directly from soldier pool however due to the hard labor
Trade Fleet: House Manderly possesses a large trade fleet and a few warships, with the ability to convert these for battle or expand this fleet

STATE OF AFFAIRS:

-With war looming across the narrow sea, your maester and also your admiral suggests expanding your fleet to better police the vicinity of White Harbor to protect them from both pirates and the effects of the war. If you choose this course, first you need to secure a lumber source and hire more shipwrights; the Braavosi could also be contacted to build ships, but this will be a costlier option. Currently you possess ten large galleys and roughly 50 smaller trade vessels.

-Alexios and Dyana have been seen in eachothers company often; while he claims to be noble born, the house of Gardener is officially claimed to have died out, having been replaced by house Greenhand long ago. Regardless, a landless noble is no fit consort for one of the most powerful houses in the North. Perhaps a talk, or maybe an assignment of distance is in order; or maybe the time has come for Dyana to wed.

-Mining operations were put on hold as the lands warmed, but it is once again time to delve into the earth. First the mines must be surveyed, a cost of 20,000 GD to hire the men. A large mining operation will require an initial investment of 80,000 GD, and history guarantees this could be repaid as much as four times in a possible return, but these things are always a gamble. There may also be cheaper, more uncouth labor available...

The Dreadfort Player - X Marks The Spot as Mychel Bolton
Vassals: Locke, Blackpool, Oldkind
Prestige: 8 (Uncouth tactics have left a bitter taste in the mouth when uttering the name Bolton, but the fear the name inspires hushes most criticism)
Legitimacy: 10 (Fear has an iron grasp on your vassals, and with the new trade route having developed and in Bolton control, your lords applaud your every move)
Population: 400,000 / 3,000 foot, 1000 mounted
Income and coffers: Medium / 250,000 GD
Resources: Furs, Lumber, Fish
Traits and Notes:
Trade Route: The new road leading east to the sea has given the Boltons somewhat of a monopoly on the trade central to the North not flowing up the white knife, as few ships visit the eastern coast at all
The Flayed Man: House Bolton inspires great fear, giving solid morale(though not as good as some) and makes revolt very unlikely

STATE OF AFFAIRS:

-Your trade route is drawing the economic envy of the North, but your maester suggests the roads and bridges could be further improved and widened.  He estimates the cost to be upwards of 100,000 GD, and needs to be sent to survey the land with some builders first irregardless. 10,000 GD will be enough for this trip, though time will need to be taken to map this route further

-Your lordship is unmarried but still within his fertile years; mayhaps the time is nigh to take a wife?

-There is a bandit ring forming to terrorize the merchants and travellers of your new road; who will you put in charge of hunting them down, and what resources will be made available to them? The bandits only seem to number a dozen at the most at this time, though they may gain traction and manpower if allowed.

Mountain Clans Player - Jackson Hitchcock as Chief Harrian Liddle
Prestige: 4 (Though never openly mocked in their hearing for fear of reprisal, it is well known the North generally looks down on the mountain clans as backwater folk only a rung above wildlings)
Legitimacy: 6 (House Liddle currently holds senior position among the clan chiefs, but due to the democratic and squabbling nature of the mountain clans, holding any central position of power requires constant maintenance and pleasing of chiefs)
Population: 200,000 / 3,000 fighting men each with their own garron and equipment, many with spares
Income and coffers: Low to none / 50,000 GD
Resources: Garrons, Goats
Traits and Notes:
True Northmen - Due to living in the rugged mountains, there are no troops more suited to cold conditions of true winter than the clansmen, and their garrons will last longer than any other northern mount, however they are not ridden into battle generally
Mountainous - Easy to defend the lands these folk no well, and they are difficult to subjugate, though it also is time consuming to mobilize forces
Warrior Culture - Instead of soaking up precious resources in winter, these folk prefer to die with steel in hand, and in general value combat highly, letting them levy more troops than other factions

STATE OF AFFAIRS:

-You have been challenged to a wrestling match by Chief Dargan of House Wull! He is a giant of a man and this will not be an easy fight. It is not unknown for a champion to be chosen in a chief's stead, though that will lack the prestige. Not answering at all will be seen as a possible slight on Wull's honor.

-A prospector claims to have found gold in your hills, asking for 5000 GD to hire men and survey the area further. He is of no particular birth and seems grubby and uncouth, but if this news is true...

-You are having problems with poachers; they must needs be tracked down and sentenced accordingly, who will you send to remedy the situation? The Night's Watch will be glad of new recruits, though this may be a time to demonstrate a harsher justice on your lessers...

Sable Hall Player - Dereich as House Ryswell
Vassals: Ryder, Fisher, Branch
Prestige: 7 (House Ryswell is known far and wide for their horseflesh and command a sizable chunk of the North, though not capable of the shows of force House Stark or Bolton can muster)
Legitimacy: 8 (Your vassals are rich through the horse trade, though many also now push for ways to expand this revenue and find new sources of trade and land expand this monopoly)
Population: 280,000 / 1,800 foot and 1000 mounted
Income and coffers: Medium* / 500,000 GD
Resources: Horses
Traits and Notes:
Horsemen - The rills boast the swiftest and fastest horses of the north, as well as the best riders
Longships - A number of fishing boats are available as well as a few longships to House Ryswell to help protect its coasts
Irrigation - Due to the nature of the rills, farmland is abundant due to easy irrigation methods, though not fit for all crops

STATE OF AFFAIRS:

-According to the captain in charge, 10 men of Sable were on a routine patrol when they ran into Glover scouts. For some reason, communications went awry and a skirmish began. In the end it left all five of the Glover men dead along with two of Ryswell. Lord Glover has sent a raven with the implications that the men attacked his without cause. The Glovers have a deal of might to throw around; this requires some action or more patrols may find themselves entangled with Glover men. Mayhaps a mediator can be called in to help negotiate the situation?

-A white stag has been spotted in a patch of woods a week's ride from Sable hall; this is a good test of mettle for a young up and coming hunter, but the glory it will bestow upon the man who can catch this intelligent and elusive beast will be song-inspiring.


Barrowton Player - Not Senator Not Madigan as Lord Gideon Dustin
Vassals: Stout, Long, Blackbone
Prestige: 7 (In short, House Dustin is known for its mead, not for its famous victories in the field; however, despite this they have managed to hold onto a sizable portion of land, a deal of it being the best farmland the North has to offer)
Legitimacy: 6 (With more food than is known what to do with, your lords press you to secure trade routes with which to expand revenue streams outside of the North and Saltspear. They also press you to continue colonizing land by issuing grants to their own vassals)
Population: 450,000 / 3,500 fighting men, 1000 mounted
Income and coffers: Medium / 400,000 GD
Resources: Mead, Honey, Dairy products
Traits and Notes:
Best Farmland - The lands beholden to Barrowton are both vast and fruitful; a great deal of the best land is already in full production, but much of the outliers such as Cape Kraken remain unsettled
Rapid Growth - Due to its location and bountiful harvests, Barrowton can experience a great deal of population growth and is a hotbed for refugees of war

STATE OF AFFAIRS:

-Jarman Blackbone is a son of Lord Hallis Blackbone, your vassal; he has recently been apprehended on the outskirts of your lands and is a deserter of the watch. Justice and custom decree you behead the deserter, though mayhaps you could bargain with the watch to accept him back or come up with some other solution, though beware of the precedent you set and possible changes in prestige and legitimacy. Regardless of what occurs, the relationship with one of your most powerful vassals will doubtless be affected.

-A woman has come to Barrow Hall with a babe, claiming it was fathered by Vickard Dustin. He does seem to share his nose and coloring, but Vickard claims it isn't his bastard and suggests you put the woman out. She claims there are witnesses in the whore house that night, but did not bring any with her...

11. Last Hearth Player - Badgate as Lord Ossfryd "The Hammer" Umber
Prestige: 7 (The mightiest fighters the North has to offer, these men often have fierce reputations which command respect, though is not always given by the haughtiest of Northern lords due to rumors of barbaric activities)
Legitimacy: 10 (The Umbers and their vassals keep the old ways such as First Night and blood sacrifice. By allowing them to hold to these traditions you command their undying loyalty, though it causes some in the realm to shun you)
Population: 340,000 / 2000 foot, 1000 men with garrons, 400 mounted
Income and coffers: Low / 120,000 GD
Resources: Lumber, Weirwood, Gold?*, precious resources?*, secrets?*
Traits and Notes:
Wildling raids - The Umbers suffer from raiding wildlings due to the lack of natural cover the mountain clans can boast, and some say they use passages and ways now lost to the North to pillage
Cave Systems - Underneath the North and extending even beyond the wall are vast caves of unknown origin; though some return with fables of riches untold waiting to be mined or secret passages with secrets, more return with tales of monsters and demons, or not at all
Weirwood Grove - The Umbers possess the largest natural grove of weirwoods south of the wall, rivalling Winterfell's godswood. The Umbers swear by its power and make regular prayer here, which they say explains their harvests which seem larger than should be possible...

-The last King in the North and Lord of Winterfell before his sons took the seat and eventually the current Lord Cregan held the title, King Theon "The Rabid Wolf" Stark fathered a bastard with your lord brother's(not Mors) wife, both of whom now are passed; the bastard remains however, young Arnolf Snow (Age 17). King Theon never acknowledged the bastard, but the witnesses were beyond count at the wedding in which he took her to a back chamber and fathered the child. This great dishonor was never addressed, and was a large part of why the Umbers did not rally to the Stark's side in the war against the Boltons. Perhaps now with a new Lord of Winterfell, this impasse can be healed and amends made for the sizeable slight against your house; perhaps a legitmization is in order, as and Umber, or perhaps even a Stark.

-A great smith has come to your court, Lyle Myellos of Myr. He is extremely skilled, though his retainer would be sizeable; he would require 6,000 GD a year to stay in your service, but no other house in the North could hope to match the skill of a smith so storied.

-Gold has been found in a streambed only a few dozen miles from Last Hearth; by following the stream or setting up a gold panning operation you may be able to see a profit. How much coin are you willing to invest into a potential endeavor? A mine may even be available in the region...

The Wall Player - Garlan Gunter as Lord Commander Lorimer Hill

Legitimacy: 10
Population: 10,000 / 1,000 rangers, 3,000 foot, 1,000 mounted

Traits and Notes:
The Decline of the Watch - The Night's Watch is an institution of great prestige, however over the course of time this begins to decline as the watch forgets its true purpose
Libraries of Castle Black - If there is a center of learning of the North, it is ironically at the wall, where thousands of books lie dating from beyond living memory
Eastwatch Fleet - The Watch commands a number of large galleys from Eastwatch

STATE OF AFFAIRS:

-Hardhome has become a particularly thriving settlement. Those closest to you are becoming concerned about single ruler emerging from the many chiefs dividing power, and using that as a route to become a king beyond the wall. Beyond the wall it is not necessarily your responsibility to murder all wildings, but their organization could be a potentially huge problem, as their settlement grows by the day.

-The Nightfort remains empty; recently climbers managed to learn enough of your patrols to scale the wall, and they were halfway up before finally spotted and dealt with. This represents a sizable gap in your securities, though the Nightfort has not been settled in some time. The cost of building a new castle would be immense, so much so that the Watch would be forced to borrow to make up the weight.

-The watch is currently too large to be sustained on just the gift; there must be a lightening of the load somehow, likely through the purchase of food. You should send a representative to negotiate this trade to one of the larger powers in the South or East, or mayhaps use goodwill still circulating Westeros towards the Night's watch to secure food shipments, otherwise you will not properly be able to store enough food to last the winter. There may be other, more creative solutions to this problem as well...

Orders for House Manderly:

- The Admiral is to draw up plans, estimated cost, estimated time, and estimated combat value of such a fleet. What other houses, if any, would match it? How much commerce would we lose annually? We must weigh the economic loss against the military gains. Alternative plans should also be offered for a partial militarization of the force, or maybe combining the combat armored and gunned version while still allowing commerce. This shall be investigated and considered thoroughly.

- We shall begin taking offers for a dowery for Nikeos. He shall have a proper wife for the heir to House Manderly. All Houses may offer their daughters to our House, as well as doweries, and we shall pick the one best suited to the task. In the meantime, Nikeos and Alexios, accompanied by guards befitting their status, shall have a tour of goodwill among our strongest vassals. The most satisfactory will be noted as such. Furthermore, our landed knights will be invited to ten gatherings, with a tenth of our landed knights at each. Dyanna will begin learning from the other two women at court the art of intrigue and other such affairs.

- We shall invest fully in such a silver effort, at the prices thus named. Our economy will continue to be supported by our massive trade fleet, and we shall continue all current trade routes, as well as attempting to expand our trade with House Stark, House Bolton, House Ryswell, and House Dustin.

Orders for House Umber

-- I offer Myellos of Myr a contract of one and a half years, requiring him to assimilate into the Northern culture and become accepted by my bannermen in order to secure a longer contract. In the time of his contract I will require him to arm a minimum of 1/3 of my available forces with the best armor and weaponry in the North to demonstrate his worth for a longer-term contract.

-- I will invest 3,000 GD in a panning operation up and down the stream bed where gold was discovered, and dispatch a scouting operation of 100 men to search farther along the stream for more hot spots. I require periodical reports from these operations on their progress in order to determine the viability of long-term investment.

-- I will call young Arnolf Snow to Last Hearth for the time being and assign him a respectable, but not overly visible position in the court. I write to Lord Stark requesting an audience to discuss the matter at the earliest possible time.

-- I dispatch Brood "Bloodborne" Snow and a raiding group of 300 to patrol the lands of House Umber and capture (if possible) any Wildling raiding parties. They are also to construct traps at the entrances of all known caves leading to underground tunnels, and document these traps so that they are known to the men of House Umber and its vassals but not to our enemies, be they enemies north or south of the Wall.

The ceremony and a feast held in their honor shall occur at The Dreadfort in three month's time, one week after the wedding of Lady Arsa Stark and my son, Jon of House Bolton.  I cordially request the attendance of all Northern Lords.  Furthermore, I humbly ask that the King of The North – in the interest of strengthening familial ties between his loyal vassals and offering The North yet another chance to bask in the hope and joy that come with seeing young love come to fruition – grant my daughter Barbrey a decree of legitimization. 

The dowry for Barbrey Snow is twofold.  First, I shall permit the soon to be wed couple to live at The Dreadfort for the rest of their lives.  Lord Dustin and I have agreed that this is for the best, thus Vickard and my daughter shall reside at The Dreadfort rather than Barrowtown.  I shall think of young Vickard not merely as an honored guest, but as a new son.  Second, Vickard Dustin shall be squire to my eldest son and heir, Josua of House Bolton.  I am confident that the two will become fast friends and that not only will young Vickard be able to learn a great deal from my son Josua, but that Josua shall find that he can thoroughly rely upon Vickard Dustin as I have come to rely upon my dear friend Lord Dustin.  In accordance with tradition, House Dustin has generously agreed to pay for this festive occasion.  Let no man ever say that the Dustins of Barrowtown would let something as small as a few gold coins stand in the way of a dream of spring.

The dowry for Barbrey Snow is twofold.  First, I shall permit the soon to be wed couple to live at The Dreadfort for the rest of their lives.  Lord Dustin and I have agreed that this is for the best, thus Vickard and my daughter shall reside at The Dreadfort rather than Barrowtown.  I shall think of young Vickard not merely as an honored guest, but as a new son.  Second, Vickard Dustin shall be squire to my eldest son and heir, Josua of House Bolton.  I am confident that the two will become fast friends and that not only will young Vickard be able to learn a great deal from my son Josua, but that Josua shall find that he can thoroughly rely upon Vickard Dustin as I have come to rely upon my dear friend Lord Dustin.  In accordance with tradition, House Dustin has generously agreed to pay for this festive occasion.  Let no man ever say that the Dustins of Barrowtown would let something as small as a few gold coins stand in the way of a dream of spring.

The Fool's Errand Boy

Who is the bigger fool, the fool on the hill, or the one running at his errant command? Perwyn Corbray rolled this thought around in his head like wine in a glass, and much like a final gulp of ale, sent it spinning away, swallowing the contents whole. As the boat bobbed like a cork at the docks, Perwyn stepped off onto the docks proper; being long of limb and nine and twenty if he was a day, he was an imposing sight, made more so by his gallant golden armor and the hilt of the longsword at his hip, Lady Forlorn.

Though impressive with its jeweled pommel sheathed, it would prove more impressive when drawn; even at a distance, the mark of Valyrian Steel could not be mistaken. It was not custom to walk the deck of a ship in full plate, nor was Perwyn the kind of man insipid enough to do so under normal circumstances, but he was here on the word of his royal liege. A show must be made. As well the boy king would prefer, with a farce to boot and mummers to kiss the royal arse

A grubby pissant of a man approached him, his grin shining on his face like a postule begging to burst. "If Ser would produce his fee to dock and kindly state his business-"

"My Lord." Perwyn let the word go with a biting crunch.

"Err, Ser, I'm no lord, just the harbor clerk, ya see..."

Perwyn scowled, and in his mind he was already running the man through with his blade as a warning to the next. He was made to suffer one fool; the others he would not abide. His squire, Erryk Waynwood hurried away from tying up their craft to begin with the introductions.

"You have the honor of addressing Ser Perwyn of the House Corbray, first attendant to his grace King Horton Arryn, Lord of the Eyrie and Vale, the Eagle on the mount. We come with royal tidings from his grace the King, to be delivered directly to the Lord of Manderly, and no less. We bear also an address to the King in the North."

The man glared stupidly, his mouth hanging open as all those around stopped to take note. He's out of his depths, or in his cups... Or both.

"M'Lord, please accept my apologies, most humble apologies, m'lord!" An old man with a cane came bobbing up, one leg ending in a stump with a wooden peg attached. He promptly smashed the clerk behind the leg, felling him to his knees, and then bashed him again on the head with his cane to cause him to knee. With great effort, he made the same gesture. Perwyn sighed and relented slightly then.

"Good man, I have a message for Lord Manderly himself. It must needs be delivered directly." Perwyn spoke himself; the boy meant well, as all good squires did, but this required a lord's hand, though Perwyn was just a Lord in name and title rather than demesne. His father yet breathed, though his brothers were eager to have their chum Perwyn in charge of the family's coffers.

The arrangements were made, their horses unloaded. They continued with retinue of forty guardsmen, with the young Erryk bearing the falcon standard of House Arryn as well as the arms of House Corbray. It made an impressive sight, as it was meant to. The streets were not as thriving as Gulltown nor its berths, but the city was clean, and the whitewashed architecture had a beauty. Moreso, it smelled clean, clean as salt, rather than the stench of Gulltown at dusk and lowtide.

"Go to this mermaid lord, my good Perwyn, and bring him my offer" the King had said, his words lingering with reproval at the arrogance of Lord Manderly's offer. The sisters were always causing trouble, he had said, for he had read so, and the rocks in the Bite may prove of greater worth to the hungry wolves of the North than the Lords of the Eyrie. He felt the king's eyes pass over him in that way they did as he was dismissed. Perwyn had taken eagerly to his command at first; six and twenty and the right hand man of the King of Mountain and Vale. His grace required young men of power and ambition beside him, to right the woes of this realm... though this reason soon seemed hollow. The rest of the prince's retainers were more like to wear silk than mail, lithe of body and fair of face. Perwyn was no fool... A fool's errand boy perhaps, but no fool. It did not take him long to gain the measure of this boy king, who once grew bold enough to summon his young knight to his chamber in the dead of night. The king took his rejection as play, and more to the good; his liege could take more than Perwyn's head if he wished, and he meant to ascend to his father's seat entirely intact.

Upon reaching the New Castle, a smaller retinue broke off, and Perwyn was lead to the main audience chamber. A Lord Seaworth of the court of Manderly approached Perwyn; "If your squire would join me, we would make your introductions to Lord Cyrus. May I bear your words to the Lord?"

"No, My Lord," Perwyn said, "it had best be read aloud by a man of the Vale. I trust you'll understand." Davious nodded and beckoned Erryk to follow him. Within moments, his time had come.

As he strode in, he knew he got his intended impression. The Northerners were not used to the entrance he made, even at White Harbor where the faith reigned. The whispers ran like snakes through the crowd as people craned their necks to see this Lord of the Vale, resplendent in his falcon cloak with his hand astride the pommel of his longsword. As he was bid, he did not kneel before this mermaid lord.

"My Lord Cyrus, it is good to meet in person and I bid you well; I must tell you his grace found your terms and offer much less than gracious, the grace he judged worthy of the King of Mountain and Vale. Moreso they were not made with the sign and stamp of the direwolf of House Stark, the Kings in the North."

In truth it was worse; his grace had openly mocked the "lord of lampreys" as he sat langward with his feet dangling from that ancient throne like a child, and the court had laughed with him. It was a pisspoor offering; "Help me claim the land rightly due your own royal arse with a few thousand men, while you take the unwanted hand of bride or groom into your house, with some pleasantries to ice the cake". This Lord of Lamprey should have known better, but even so his grace had been intrigued. Mayhaps the rocks in the Bite could spell a sizable sum or give way to a powerful alliance with the North; the latter was Perwyn's idea, as his grace had been far more concerned with ridding himself of a minor problem in the isles while fattening his own purse handsomely. And a large purse it was; he was asking for six million gold dragons for the rocks in the ocean and offering to do without the marriage.

However rich the Lord of Manderly was, it wasn't that rich. It was expected to go back and forth between them, this haggling... in person.

"Rather than bore his lordship with the comings and goings of ravens, he wishes to see the wonders of the North for himself. He offers to grace your court and the North with his royal presence and discuss these matters personally with you and your king; let us end the emnity between North and Vale for good and all over these rocks men call the Sisters and an agreement be reached and struck with a handshake and oaths."

Lord Cyrus regained composure remarkably fast, and he cleared his throat, opening his mouth to speak...

“Lord Perwyn, the King of the Vale has sent a representative - a Southron. We ourselves are not Southrons - nor were we treated as such in the past - and we are only welcome by the grace of the King in the North. We are in no position to offer any such agreement, and, in fact, are sworn not to. We will send riders to Ryswell, to Bolton, to Dustin, to Stark, and to some other, minor houses. House Manderly speaks only for itself, and then in the interests of House Stark.

House Manderly has again overstepped its authority. House Manderly has no authority to mediate between its fellow Southron houses and any part of the North. It has no authority to summon the Lords of the North collectively for any reason. It has no authority to determine the "will of the North", determine it of their own accord, or act on it at all by their own leave. ("should there be a tied vote" -- this phrase ludicriously implies: A) Lord Manderly can ignore, break and even overwrite his feudal oaths, B) that he can usurp the authority of House Stark through this anarchic pseudo-democratic nonsense, C) that he can act as the ultimate arbiter to determine "the will of the north")

Lord Manderly is in blatant violation of its oath of fealty to House Stark. The "will of the north" is determined by its King, who speaks for the North with a single voice. The King alone has full discretion of foreign policy and negotiations on behalf of the North as a whole. Lord Bolton understands his feudal oaths, as I'm sure all proper Northern lords do. This is the last straw.

The delegation from the Vale is kindly invited to Winterfell where they will be treated with all proper northern hospitality, a feast will be held in their honor, and they will have the protection of Guest Right. I look forward to speaking with the appointed representative of the King of the Vale.

(ooc the following arrest warrant was written and included in my orders for the previous turn but I'm releasing it now because it makes sense given the current narrative. Since it was submitted with my orders it doesn't directly reference any current dialogue here only what I knew beforehand)

Lord Manderly stands accused of: high treason; conspiracy against the North – against its Lords and its people; issuance of threats against fellow Lords; failure to cooperate with a legal inquiry and his intentional obstruction thereof; failure to meet legal obligations concerning the collection of revenue (twenty counts); and oath-breaking – in association with all other accusations (24 counts)

Numerous witnesses have provided testimony for each accusation – including several high lords. As a highborn lord, Cyrus Manderly as the right to a trial by his peers, and this right shall be respected. A panel of three northern lords will be impaneled to hear this case and fully determine the facts at hand. These lords will be named at a later date.

It is with deep regret that I sign this warrant. Several individuals provided alarming testimony to me concerning Lord Manderly’s actions. I was initially skeptical, sure it was a mere misunderstanding, I decided to investigate for myself and requested an explanation from Lord Manderly. His explanation was alarming. Not only did he openly admit several crimes to me, he issued threats that he would  swear fealty to the Lord of the Vale for support in an apparent effort to tear the north apart. I was alarmed but peacefully communicated further – he changed his story, denying his statements from his previous letter while simultaneously making further bizarre claims. I am unfortunately left with no option but to empanel a jury to fully investigate these claims. I sincerely hope this is all a misunderstanding, Lord Manderly – explain your case to your fellow lords and they will arrive at the truth, whatever it may be.

Lord Manderly, in accordance with this warrant you are hereby summoned to Winterfell and are ordered to arrive with all deliberate speed. If you fail to comply, a complement of guards will be dispatched from Winterfell to escort you. Please note that under the laws of the North, if you resist your arrest, whether by force or by an attempt to flee, you will be presumed guilty of all crimes as an innocent man does not flee from his judgment. If you are found guilty by default in such a manner, all property belonging to you and House is forfeit and every member of House Manderly will be forever exiled from the North. It is for this reason that I please beseech you to arrive at Winterfell peacefully. You will be treated fairly and justly.

Talk of trade is on hold as the trial with the Manderlys begins, but he is gracious to accept your escort throughout the North, and is soon on his way.

-The eunuch he has gifted you with has begun to pick up on the common tongue of Westeros with impressive speed, though he is years away from being called truly fluent in the speech. As it stands, it seems you have gained a new courtier.

-Your maester informs you of repairs and renovations to be made to the Wintertown in the amount of 40,000 GD; if you are expecting greater numbers of people, he suggests doubling that number at the least, as well as preparing small land grants and breeding and pack animals to incentivize people to settle there.  

-Your preparations for a grand census has begun; the cheapest cost of it would be 10,000 GD, conducted over the course of over a year. The process can be spread up by hiring four teams instead of one and arranging them more money for travel. -Josua is welcomed to Bear Isle with open arms; quite literally, as Lord Kyle Mormont gives him a bonecrushing hug upon his arrival. He was treated with the utmost hospitality as he hunted with his lordship and his sons(whose oldest was 11 years his senior), claiming a bear pelt for his own chambers back home. Josua, while gracious and humble in turns, knew this was leading up to a request from Lord Mormont, and was not proven wrong. Bear Isle was poor in little else but furs, but the Boltons had mighty friends and a good line of credit. By helping Bear Island strengthen its fleet with a loan through the Bolton name from an outside source or a direct loan from House Bolton itself, they could be greatly assured of the warm hand of friendship from House Mormont. Josua told Lord Kyle he would do what he could... but unfortunately entered a drinking contest with Mormont's sons and vassals, and before the night was through was making promises and oaths to Lord Mormont quite grand...

-While the bandit ring was effectively dealt with and a whiff of crime has not been spotted along the road since, you've scared the piss out of would be travellers and lost a small amount of income in exchange. However your surveys went exceptionally well, and your maester was able to trim the cost off of the initial investment down to 100,000 GD. This will allow men to travel at greater speed along the rides and carts to ride comfortably, while three men would be able to ride abreast, and five men in a line. Marq Snow claimed a warhorn banded with silver with an inset ruby the size of a quail's egg for a trophy.

-Your men have set up 3 outposts with regular patrols between; the cost has been sizeable as they have had to buy food from locals and hire builders to help maintain some sort housing without interfering with nearby villages, but it has been managed. No further incidences have occurred, though tensions have grown a deal higher, with House Glover dispatching at least 300 men and establishing at least one fortified outpost of their own. This standing army will require a good deal of provender to keep afoot, though House Ryswell's incomes are such they can afford to keep this continued while maintaining a status quo with their finances.

-Donner tracked the White Stag for 14 days, and amazingly befriended the animal and brought it back to Sable Hall, where it resides in your godswood; the godswood is not fenced in, so it stays of its own free will. Those who see it immediately claim it as a sign of the Old Gods and a blessing upon House Ryswell.

-The news of House Dustin's appeals to Flint's Finger are well known enough that it was not even attempted to make contact with them, but you made contact with a medium sized fishing village of a few hundred people directly south of Barrowton, on the other side of the Saltspear. There are those in the area who remember Lord Jon; they direct you to the run-down keep of the local lordling there, an aging Lord Preston Gloryfount of the castle of the same name. At age 77, he has no direct heirs and his household is in near ruin. The only family he has is a bastard he fathered 15 years past... But the boy is rash, ill-tempered, selfish and expecting. He asks the boy be fostered at Sable Hall. If the boy can be made into a decent man, he will give you his fealty, otherwise the lands will pass out of his name to a distant cousin and his house extinguished. The castle was at one point beautiful if small, made of a bluish stone and whose godswood centers around a large fountain that funnels springwater from below, making it warm even in the depth of winter. This allows the castle to maintain a small garden in winter, though not as effective as Winterfell's fabled glass gardens.

-25,000 GD has been sent as payment for taxes to House Stark.

-You have taken numerous tracts of land and distributed them among vassals as well as placed your eldest son in charge of the holdfast while you have been out encoraging colonization efforts. This has seen immediate results, though with proper investments you may be able to lure men to leave their hovels in the south for an acre and mayhaps a pack animal or two... A small village has formed near Moat Cailin and while the peasants have taken to calling it "Cold Toe Hold", it may benefit from a more attractive name...

-Hallis Blackbone is furious and inconsolable, denied even a chance to meet with his son before his death by your quick actions. Jarman himself did not blame your lordship for the matter and met his fate bravely without a cry or whimper, but that does nothing to sate the vicious hunger of grief in Blackbone. What this means is not immediately clear, but expect no easy cooperation from this vassal, at least for a time...

-Lord Flint barred his gates at your men's approach. He sends word he has but one king, and that king died last winter. He threatens your men with death if they do not leave, but at the very least allowed a small party inside first to treat with him. Unfortunately the commander in charge was not very effective with his words, and they were made to leave in the morning. They remain camped on his lands some distance away, with supplies brought low they will soon be forced to pillage or return home.

-Lord Gideon was surrounded by wolves and his arm bitten while on a hunt one afternoon. They surely would have taken his life, had one of the pack not come surging out of the darkness to come between him and the predators. Though the beast was wounded in the struggle, soon his guardsmen were alerted and came to his aid in time to chase the beasts away with fire. Gideon himself saw to the animal's wounds who saved him, soon realizing this was no true wolf, but half dog as well, with eyes the same color as his own... The two soon became inseparable, with an almost inhuman bond between them. Out of earshot the men tell queer tales of their closeness, but there is no finer pair of hunters in all of Barrowton, and perhaps the North than Gideon and his furry friend Joanna(Gideon's martial stat increased by 1)

Weirwood Grove - The Umbers possess the largest natural grove of weirwoods south of the wall, rivalling Winterfell's godswood. The Umbers swear by its power and make regular prayer here, which they say explains their harvests which seem larger than should be possible...

-Lyle Myellos agrees, and furthermore is willing to broker a purchase of Valyrian Steel for House Umber, though he warns the cost is dear(made dearer so by his commission for the purchase...). He has already made a wondrous suit of plate for your son that fits him better than any glove, though the material cost was dear... He promises a suit for yourself after your return from the audience with the King.

-Though hopes were high when a sizable amount of gold(5,000 in raw gold) was found, the bed soon divulged all it had to give and resources were expended within the budget. Without more funds, this 2000 GD net profit is all the can be said for the endeavor.

-The traps have been placed and no wildlings found, but your men continue to patrol as a safe measure.

STATE OF AFFAIRS:

-Your plans for Hardhome are in motion. Already one of the mightier chiefs was challenged to a duel and murdered by the man calling himself the Red Hand, so it appears to be working...

-The Lannisters have offered you an 42,000 GD loan with 2% interest, securing the funds needed to restore the castle to an even better state than memory... But there are other issues. While two more sets of climbers were dispatched, there have been two murders at the Nightfort, builders both who shared a room. The brothers were found naked and mutilated in what looks like a bizarre ritual. Furthermore, it appears both brothers had been contemplating desertion judging by notes found in their room upon searching. While there are many entrances and exits to the Nightfort, including one that cannot be opened that must go directly through the wall, and Kellas Caron swears they have all been effectively guarded.

-While Lorimer left the Rock not under the best conditions, there was enough goodwill to secure food purchases for a significant amount less than normal. In Braavos and Duskendale however, they were politely declined. With food shipments coming in from House Dustin, the Watch is slowly beginning to build up its stores, but its incomes must now increase to make up the weight from the food purchases or it will soon start causing a negative drain on the watch treasury.

The farming operations however, drew much greater success. By consulting old ledgers and maesters at the Citadel by raven, you learn of certain soil deficiencies in the far north. While at first only applicable at a small scale due to lack of resources, there are already results being seen with the test crops with a new way to enrich the soil. However, without more ingredients in huge quantities, this discovery will not be enough to get the gift to a higher level of production in general... Your maester estimates it will cost nearly 100,000 GD to truly get the gift fertilized properly for the forseeable future due to being reliant on shipments from elsewhere in Westeros and Essos.
