Very strong nay. The idea that we arent allowed to so much as discuss a massive new tax increase before voting on it is shameful and a dereliction of duty. Its amusing that someone who whined about Lincoln not allowing enough time to debate a bill before passage is fine with NO debate on a massive new tax increase and hasn't raised so much as a peep in opposition. This bill passing would be an affront to representative democracy.

I think the rules should be changed so that if a bill was debated more than two congresses ago in the original, it should not be sent back to the original chamber immediately to a final vote after an amendment in the other house.

Abstain.

Are you abstaining because of your dissatisfaction with the current rules or because of the actual contents of the bill?

For the record, I'm fine with the bill. I like the idea of making college more affordable, and I think the method of payment is reasonable. I do stand with wxt's sentiment while voting aye Smiley

Aye.

This. Aye.

Not enough of our kids are getting a quality education, mostly due to the situation they’ve been born in. An education is valuable, and if our government can spend hundreds of billions more dollars on the Military than other countries, I’m positive our kids can get a quality education without having to choose between basic services and an education.

I definitely wish we had more time to debate this, and share my colleagues’ same concerns with the rules. I believe it’s never right to vote on a bill before debate, and I believe we need to change some of those rules. This is a good bill though, and it’s been debated before, but I definitely share my colleagues’ sentiments.

Agree that it was should be reworking how the “automatic vote” process works, especially as this is essentially a new bill that just happened to be introduced as an amendment over a bill that passed the Senate.

But I am glad that the Senate’s objections to the rules have not precluded their support for this bill, which I strongly believe is a step in the right direction.

Final Vote:

Aye 4 (Haslam, Mike Wells, Not_Madigan, Pericles)
Nay 1 (Mr. Reactionary)
Abstain 1 (wxtransit)
Not Voting 0

This bill passes both chambers of Congress and is presented to the President for her signature.

I motion to introduce SB 2018-246(also known as the HELIOS Act), unamended, to the Senate-and to override the President's veto of this legislation.

I had forgotten all about this until I was contacted on Friday or Saturday. I had house guests this past weekend and was unable to do much on Atlas. My goal is to open a vote on this today or tomorrow when I have a bit more time. Let this serve as notice though that an override vote on this is forthcoming.

I am not sure if I need to do anything else special, but this is a veto override vote requiring 4 votes to pass. Vote is now open for 72 hours or until everyone votes, whichever occurs soonest.
