Duterte is pretty clearly from the same mold as Trump. Something like this serves multiple purposes. It challenges his followers (his cult) to reject their ingrained social teachings and allegiances in favor of slavish agreement with him, their cult leader. And it does in on something that seems petty, and has little immediate or direct impact on their daily circumstances. It's cult grooming.

And it also distracts from the more important how Duarte, also like Trump, is openly aligned with a foreign power opposed to the interests of the nation he ostensibly leads.

Duterte is merely an overpromoted provincial politician who speaks without thinking. The drag war stuff, horrific as it is, is not extremely unusual for this region - Hasina in Bangladesh is doing a similar operation right now, Shinawatra did it when he ran Thailand, Jokowi also has similar policies in Indonesia. The difference is they are trained in the arts of doublespeak and buzzwords for the international community.
