Pretty much goes after puppy mills, which usually keep dogs in small cages their whole lives, overbreed the dogs, provide no veterinary care, and no exercise or enrichment for the dogs.

 It's already something that is somewhat regulated at the federal level since this is just an amendment to the Animal Welfare Act. It just ensures that no matter where a dealer is located, there are certain standards that must be met. Nothing is stopping the regions from going farther and placing even heavier restrictions than the amendment listed here to an existing law.
