California is a very complicated place to assess.  The Bay Area is indeed a fantastic place to live, but it comes at a price.  Despite low statewide rankings when it comes to poverty and education, parts of CA like the Bay fare much better in these respects, with many Bay Area and SoCal suburban schools leading the nation in academic performance. 

To give any description to the state as a whole is tricky given the vast regional disparities, but concerns about high home prices are most definitely legitimate and very problematic.
