Ok, 48 hours for me to speak on my bill.

Atlasia's criminal justice system is fundamentally flawed. After a steady rise in prison population, Atlasia is a world leader in mass incarceration. This flawed approach harms communities and ultimately harms our entire society. We've long ago reached the point of diminishing returns on this, and there is little evidence that our punitive policies have a significant effect on the crime rate. At the same time, the system is racially biased against minorities in a range of areas.

This bill implements a wide range of fixes to the criminal justice system. It reforms policing practices to help ensure police work with, rather than against, the communities they're supposed to serve and seeks to combat racial bias in police departments across the nation. It also seeks to reintegrate former offenders into society so that those who have done the time have greater opportunities and we do not create a permanent underclass in our society. It seeks to break the school to prison pipeline which helps fuel many of the problems in our current system, and implements more much-needed reforms. I'll admit this bill is a work in progress and doesn't solve everything, and welcome amendments and discussion with my fellow Representatives to make it even better. But this bill, even as is, is a big improvement from our current status quo, and helps solve many pressing problems in our criminal justice system. When it comes to a final vote, please vote aye on this bill.

Section Two Should not be in the bill.


People Like Jodi Arias and Aaron Hernandez would have chance for release and they should never have the chance to ever be released from Prison.

I also cannot agree with Section 2. There are many terrible crimes that aren't murdering or raping 5 or more people that folks should not be released from prison for.

Absolutely. Once the objection period is over, I plan on proposing amendments to reform sentencing guidelines and mandatory minimums, in order to restore judicial discretion, along with restoring parole in the federal prison system for most crimes in order to encourage good behaviour in prison.

I propose the following amendment:
Section 2; Sentencing Reform
1. The Federal Sentencing Guidelines are to become purely advisory and will no longer be binding; judicial discretion is thus restored.
2. Parole is to be reinstated in the Federal Prison System
a. The above clause will not apply to felons sentenced to life imprisonment without the possibility of parole.
3. This section will take effect immediately.

I have a possible idea I'll be proposing later. That being said, whether or not you feel it's beneficial is not a reason to override paygo, that's just lazy legislating.

Lechasseur's amendment is adopted.

I proposed in the Postal Reform Act for the revenue from interest rates to fund this, however with AZ's resignation, my cost estimate dreams died. So not sure what the next step in this would be. If anyone else has ideas or anything they'd like to add to discussion, it's certainly encouraged.
