Can someone tell me the problem this bill is trying to solve?

Sections 2 3 and 4 eliminate corporate welfare programs to reduce the deficit and 5 exempts Alaska, Hawaii, and Puerto Rico from a regulation that makes goods shipped by boat more expensive.

We arent. The only people who are eligible for these loans are millionaire corporations. If we cant even eliminate corporate welfare bloat how can we ever hope for a better budget outcome? I mean, 1 of these programs is designed to lead to more boats and another program is designed to lead to fewer votes. Insanity. These are ancient legacy programs that only exist because the only people who remember them are rich corporations that benefit from it.
