Any proof the programs in sections 2-4 are unnecessary? Maybe they are but would like some evidence so we're not blindly making harmful cuts.

We arent. The only people who are eligible for these loans are millionaire corporations. If we cant even eliminate corporate welfare bloat how can we ever hope for a better budget outcome? I mean, 1 of these programs is designed to lead to more boats and another program is designed to lead to fewer votes. Insanity. These are ancient legacy programs that only exist because the only people who remember them are rich corporations that benefit from it.
