Mr. Speaker,

I must ask the Author of this legislation if this proposed state of Westsylvania will be brought before our Congress to be voted upon before being officially admitted as a state, or if it shall simply be admitted after the referendum.

The measure brought by the gentleman from Charlottesville, is a wise and needful measure, justly suited to secure the future peace and prosperity of the inhabitants of these States. I have read it, with great admiration, as the product of good minds prompted by good hearts; it is, in all its provisions, fair, disinterested, and proprietous—and considering the good measure of blood and sweat spent in its conception, I may pronounce that no article more conducive to the safety and happiness of all Americans could be reasonably devised by any man.

I voted that the measure brought by the gentleman from Charlottesville be passed, and advise all Whigs to follow so.

Mr. Speaker,

After talking with the Patriot deputy from western Virginia and proposed Westlyvainia, I have changed my mind on the issue of westlyvainia. The people of western Pennsylvania and Virginia want to create their own state. When I first came out against the proposed state, I believed it would be a problem since it would create a state doomed to fail because they are on opposite sides of the slavery debate. Now, I believe that people in western Pennsylvania aren't the radicals I was thinking they were.

I official support creating Westsylvania a new state and I fully support the resolution and urge my fellow Patriots to do the same.

National Assembly Vote:

Moving into the final vote, the result was 62 in favor, 4 against.

Senate and President:

After a brief debate in the Senate the Westsylvania Resolution Act of 1791 passed with 26 votes in favor and 2 against, and was promptly signed into law by President Hancock.
