Mr. Speaker,
The measure brought by the gentleman from Charlottesville, is a wise and needful measure, justly suited to secure the future peace and prosperity of the inhabitants of these States. I have read it, with great admiration, as the product of good minds prompted by good hearts; it is, in all its provisions, fair, disinterested, and proprietous—and considering the good measure of blood and sweat spent in its conception, I may pronounce that no article more conducive to the safety and happiness of all Americans could be reasonably devised by any man.
I voted that the measure brought by the gentleman from Charlottesville be passed, and advise all Whigs to follow so.
I yield my time to the chair.
