Hugh Henry Brackenridge shall stand as the Radical candidate in Pennsylvania.

The Radicals will also support the Gilman-backed candidate in New Hampshire, and the Whig candidates in the rest of the northern states.

James Madison's Campaign Schedule

Knowing he had little time to stay away from the Assembly, Madison went on a short campaign tour of regions that he knew either had strong support for him and his party or were relatively competitive.

First, he left Philadelphia for the swing yet favorable region of Maryland, where he first set foot on the site of the new capital to make a speech to the locals on the progress of the Madison Government and his coalition partners, including the decrease in the national debt. He also made a ringing endorsement of the Republican candidate for Governor, calling him the "right choice for Maryland". He then embarked for other small towns in the region, distributing leaflets in favor of the Republican party. Next, the First Secretary traveled by stagecoach to Annapolis by way of Baltimore, where he made a speech in front of the General Assembly in favor of his candidate, calling the Hamiltonian candidate "too Northern and out of touch with Maryland's states' rights values", and the Patriot candidate "representing the interests of only Georgia". After visiting numerous small towns throughout the southern half of the state for a week, where he drank with local citizens and bolstered the local Republican party, he then set off for the Republican stronghold of Virginia.

Arriving in Alexandria, Madison made yet another speech for the Republican cause, and praised Virginians for helping in the swift resolution of the Westsylvanian Crisis. He then, after stopping in multiple villages along the way to bolster his party's support, headed for the General Assembly in Richmond, where he made an impassioned speech before the Delegates, calling the incumbent Republican governor "a symbol of freedom and integrity" and the candidate "the only one who appears before you which is a true Virginian, and who represents our values through and through".

After further bolstering his party's support by taking a tour of the state for two weeks, he then set off for New Jersey and Connecticut, where he was not afraid to disregard the pundits' claims that the North was a long shot for the Republicans, and instead make impassioned speeches before both states' legislatures, touting the Republican candidates' credentials and calling the candidates "the best choice for liberty, freedom, and prosperity". In each state, he also improved upon the local Republican parties, where he chatted and drank with local citizens and bolstered the local offices. He visited quite a few small towns in the area, before finally returning to the National Assembly.

Whig Campaign, 1791

While the gubernatorial elections belong to the province of the local Whig organizations in those states, the effect his personal attention may have on the outcome is not lost on Adams, who departs from the National Assembly in April for an extended sojourn through New England. In six weeks, he travels from Philadelphia to New York (where he dines with prominent citizens and leaders of the local Whig organization, praising the performance of the Whig candidate in the late by-election and outlining his position on the Currency, the Military, and trade with Europe), and thence to Connecticut, where he spends two weeks dining and hob-nobbing with citizens, merchants, tradesmen, and editors, representatives of the constituencies where the Whigs and the Government are most likely to find support. The argument he makes everywhere is simple and straight-forward: the Whigs support a stable currency, trade with Europe, and a moderate tariff to address the problem of the debt and bolster the local economy; they favor a careful balance of federal and state power, opposing both efforts to collect too much authority in the central government, and actions which would tend to disrupt the Union by giving the federal government too little authority. The Whigs, in short, are presented as the faction of balance and economic expansion. Adams also subtly makes the point that alone of the Government factions, the Whigs have sufficient support to successfully challenge the Hamiltonians in New England; a united front is essential to keep their states in the hands of the friends of the Government. The work of exposing the Hamiltonians for what they are—Tories in sheepskins, who design to overturn the republican system of government and place a Caesar on the throne of America—is left to the press and local Whig organizations.

Adams repeats this message in Rhode Island and Massachusetts (where a particular effort is made to secure the reelection of the incumbent Whig governors) before returning to Philadelphia at the beginning of June.

James Gunn Governor Campaign Plan

Georgia

Gunn believes that this state will be a big hold for the Patriot especially since Gunn is running. Georgia is the strongest state in the south for Patriots and with the popularity of the faction and with a big name candidate running, Gunn believes this races could be strong for him and he believes he could win over disenfranchised Democrat-Republican state legislatures too.

Maryland

In Maryland, Gunn believes the state will be very close even though the Patriots don't have that much support in the state legislature. Gunn believes he can win over Democrat-Republican state legislatures since the faction has become more toxic, he also believes that the whig will take votes from both Democrat-Republicans and Hamilton which will cause the race to end up in a four-way race. In a four-way race, Gunn believes he will be able to have Patriots prevail since the Patriots did bring the capital closer to Maryland which will help them become more represented and will help them economically.

Virginia

Gunn believes that Georgia is in the bag for the Patriots and Maryland is very much a possibility that the Patriots could win but Virginia is unlikely to switch to the Patriot party since its strong Democrat-Republican hold on Virginia's legislature. Gunn does believe he could win over some support from both the western faction and Democrat-Republicans but not enough to win the governorship.

Final Campaign Efforts for FS Madison

Noticing the closeness of the race in Maryland, Mr. Madison took a few weeks away from Philadelphia in the final weeks of the campaign to specifically tour the state and to build up a strong base of Republican support. He made a final speech to the General Assembly, touting the credentials of the Republican party in government and in Maryland, including recognition in the Westsylvianian resolution - something the Patriots did not do - and denouncing claims of toxicity in the Republican faction as "utter lies, and a baseless attack from a party that has nothing much more to say". He focused on the fact that the Patriots, whose base of support exists mainly in the deep South, have little reason to care for Maryland, unlike the Republicans, whose base of support extends into Maryland. Furthermore, he also noted that the Hamiltonians, while a formidable faction, also have shown that they do not prioritize the key values of Marylanders over their more northern neighbors, including states' rights. Mr. Madison, using his credentials as the leader of the Republicans, hoped to unify the Republican vote in favor of the Republican candidate, which would hopefully in a four way race be enough to carry the Republican over the top. Furthermore, he reached out to independents and undecideds personally, hoping to sway their votes also.
