No, although an attempt would be made along with other privatizations. The inevitable backlash against these right-wing measures probably leads Democrats to recapturing the House by a slim margin in 1998.

Dole wins narrowly if he wins. I can see the early days of a Dole/Kemp administration resembling the early days of GW Bush's presidency, minus the recession of course. They ram a right wing agenda through and get backlash in 1998. The house narrowly goes Democratic, the Senate stays Republican. Dole, like Clinton repeals Glass Steagall and signs the Commodity Futures Modernization Act. Kosovo probably gets as bad as Rwanda as I doubt Dole intervenes as most of the GOP opposed the intervention at the time. President Dole likely rides the tail end of the Dot com boom to another term in 2000, or if he doesn't run again, VP Kemp or Governor George W. Bush rides Dole's coattails to victory. The economy goes into recession like OTL, 9/11 happening is 50/50. The Democrats most likely hammer the GOP over the economy and any attack that might happen in the early 2000's, so the Democrats probably win in 2004, only to get saddled with the financial crisis.

The only reason the GOP opposed intervention in Kosovo was because Clinton had a D next to his name. If President Dole wanted to intervene in Kosovo, the GOP would support it. Also keep in mind that Dole defeating Clinton might be seen as a mandate for an interventionist foreign policy.
