A LOT in Minnesota.

I believe Gogebic County, MI (bordering on WI) was one as well (and also a Mondale-Trump county). Gogebic was also the only MI county to vote Reagan in the '76 GOP Presidential primary.

Of course, there were many Nixon '72 - Trump '16 counties where Trump did better than Nixon.

Lumber and mining country, I figure. Trump promised huge investments in infrastructure, and the iron miners of northern Minnesota had visions of more employment and even overtime.

Dubuque, IA is pretty decent-sized, too. I suspect most of these are small, rural counties.
