Mr. Speaker,

No man acquainted with the facts may doubt the necessity of these measures. We must either have revenue, and a stable currency; or surrender the frontier to the Indians and the government to any would-be tyrant who happens to be passing. By arranging our affairs in this way, we ensure both that our finances are independent of the corrupting influence of the monied interest, and that our currency is stable and our duties enforced; we further ensure that the government has sufficient revenue that our obligations be met and the debt be gradually eliminated.

I vote that this legislation be adopted without amendment, and advise all Whigs to the same course.
