If you'll look back on the thread, you'll see that folks were supportive of this bill. We are only tabling it because it is a duplicate of a bill you introduced two years ago that passed and is statue.

- A bill passed to eliminate the income tax in December 2016 and increase the sales tax to 7% (ironically by BK):

TM, that bill isn't actually active. In the last budget it was passed as a rider to the budget. I'd like to codify it back into law again rather than relying on the riders.

Considering how vague and basic the previous budget was, especially on revenue, I wouldn't mind doing a comprehensive tax bill that specifies what our rates are for everything but that should be a separate bill as it would not be germane to this.

My preference would be that you withdraw it so something already in queue can take its place on the docket. That way we can take our time to come up with a good tax bill and get it introduced. Probably couldn't have anything go into effect until January 1.

Once again, nothing in the standing rules states that this takes priority over a vote that has already started. In fact, there's nothing allowing this in the standing rules in the first place.

     Pursuant to the Southern Budget Act of 2018, the Southern region currently has an income tax rate of 4%. This act supersedes the previous Elimination of Income Tax Act.

Who in the hell resurrected the income tax?

Wouldn't it require authorization first? I remember a bill repealing the power to assess an income tax. Merely stating that the income tax is now X arguably wouldn't overcome the denial of authorization without something more. A few sessions ago Governor Dip proposed a bill expressly allowing an income tax but setting it at 0% as a compromise as an attempt to try and give the southernern chamber the future option to assess an income tax. That bill failed though.

Yeah I don't think it is appropriate that a tax can be snuck back in through passing a budget, the budget should reflect statue law.
