We know that Gwinnett and Cobb are much more racially diverse than other elections, with those two counties voting democratic for the first time since Jimmy Carter in 1976, but why did Baker, Dooly, Peach and Quitman flip to the other side and voted Republican? (those four counties didn't vote Republican since Richard Nixon in 1972)

Yes, the description does fit...but it might really just have more to do with how people intrinsically align themselves.

Young blacks have no interest in living in the rural south, thus there is a whitening of these places as the population declines.
