Let's imagine that DC had been included in the electoral college long before the 23rd Amendment was ratified in 1961.

How do you think it would have voted in the elections previous to its 'debut' in 1964?

Probably because Stevenson made too many compromises with racist Southern Democrats. 

Eisenhower still only got 39% of the black vote, so no. Hoover did win blacks in 1932, but no Republican won them since.

Ike won Harlem in '56.
