This is intended to eliminate some more corporate welfare bloat that latched on to the people's teat and drains valuable resources just to prop up big corporations and millionaires. It sunsets it in 2020 to give time to adjust.

a uses tax money to subsidize ConAgra and other factory farm groups. Here is last years recipients https://www.fas.usda.gov/programs/market-access-program-map/map-funding-allocations-fy-2017

b pays people money to do nothing with their farm land. Many rich investors and celebrities buy useless land, and get checks to do nothing. That is dumb graft.

c was a program that basically allowed milk speculation to inflate prices, but it was tied to mandatory milk marketing orders which were repealed in the FFFFA so this is basically just dead law.

d basically uses taxpayer money to research foreign logging and then gived that competitor information to Atlasian logging companies. Basically subsidized market research.

e the scope of this program ended in 2011 and it still exists on paper but is currently not funded. Dead law.

f this program is an alternative farm subsidy to direct subsidies for a few niche crops that dont need price supports. Basically farmers who dont qualify for subsidies because they dont need them, but want some kind of subsidy too since other crops get to have them. Bloat.

g gives farm subsidies if factory farms misjudge how much to produce based on previous year data and dont make as much as you could if you had planned better. Bloat.

h another program like b. Taxpayer money if you do nothing except own rural land.

i weird public group that sometimes (when friends are involved)  buts in to contract negotiations pertaining to farm stuff. Redundant since NLRB covers farm worker negotiations and FTC covers unfair practices in common carrier shipping and warehousing.

j Redundant agency that looks at common carrier shipping rates even though the FTC also does that and so does the STB

k uses the people's money to buy and convert railroad easements into bike trails. Basically giving big railroad corporations free money for unused land.

l diverts money from road and bridge repair to stripe bike lanes and pay the salary of crossing guards for well-connected local schools.

m diverts money from road and bridge repair to maintain and upkeep tourist areas in well-connected local tourism communities.

n diverts money from road and heavily trafficked bridge repair to maintain, upkeep, and promote cute old bridges in well-connected local tourism communities.

o diverts money from heavily trafficked roads to well-connected local tourism communities. The qualifications are nebulous and favor wealthier areas that can afford grant writers. Qualifications can include: "heightened visual experience"; "The characteristics of the landscape are strikingly distinct and offer a pleasing and most memorable visual experience"; "fossils, landform, water bodies, vegetation, and wildlife"; "other examples of human activity"; "crafts, music, dance, rituals, festivals, speech, food, special events, or vernacular architecture"; "downhill skiing". Welfare to Aspen.

p subsidizes airports that nobody uses. Free money.

q diverts money from road and bridge repair to well-connected local tourism communities to build hiking and mountain biking trails which really isnt what the gas tax is supposed to fund.

r this is another just on paper law. All the functions of this program were transferred but it still exists on paper til we pass this.

s diverts money from road and bridge repair to pay for environmental studies unrelated to building roads and bridges. EIS on the land they are building on is fine. The studies s would no longer fund largely dont involve road construction.

t is another dead program that is still alive on paper and still gets money appropriated to each year to do nothing with.

u and v divert FEMA money to well-connect localities to get extra money.

w diverts money from road and bridge repair to pay for duck ponds.

x and y gives money to polluters to stop polluting even though they are already required by law not to pollute.

z gives money to well-connected minority business owners to thank them for being minority business owners.

All of these programs are unnecessary and should sunset in 2020.

Lol. I'm finding I am to the left of Labor on the tipped minimum wage and corporate welfare. I had no idea how progressive I was. At least we had a nice thorough discussion on the bill. We've had excellent debate out of the chamber so far this session.
