I've seen a lot of defense for him being cowardly during the Rwandan genocide, but why?

In my mind he did not deserve to be President after what he let happen there. Donald Rumsfeld probably would have had US troops in Rwanda, easily kicking the genocidial government's a$$ and then all the Rwandans would be thankful for being saved. Boom, a million people saved and an utterly grateful American ally in East Africa.

Even if Clinton decided to intervene there was no infrastructure for that kind of operation compared to how he intervened in Bosnia.
