HW's first choice for Secretary of Defense was John Tower. When the Senate didn't confirm Tower, HW picked Cheney instead. If the Senate confirmed Tower:

- What would the Kuwait War have been like?
- Would Tower have been on the plane that crashed and killed him?
- Would Tower have been Dubya's VP?

Tower would have been 75 on Election Day. Unlikely he is VP. That’s handwavung the Texas issue (considering it was handwaved for Cheney), Tower’s personal behavior, etc.
