Kitakanto
Tokyo
Minamikanto
Chubu
Kansai
Osaka
Chugoku
Shikoku
Kyushu

CHANGES: Hokuriku and Tokai are merged into Chubu, Kinki becomes Kansai, with Osaka a seperate block.

Yes, there are still 11, but it makes a lot more sense having Osaka seperate and keeping Kanto split as there are just so many people in that area.
