I appreciate the spirit of the bill.

Two points: I would recommend a requirement that the student's declared major is in the education field. I would also add a stipulation that they may be required to pay back a portion or all of the stipend if they withdraw from school or change majors.

The reason I wrote this bill is because the best way to ensure prosperity is to give people the best quality education which gives people the tools to succeed. This can't be achieved without well qualified teachers. This bill gives an incentive for people to move into teaching and thus help our education system.

Where did we come up with 40%? College students are pesky (I know, I was one just a couple years ago). What is to stop them from declare this as their major, then immediately switch after they receive the funds?

I'm sorry for being difficult! Trying to think of a solution, let me know if anyone has ideas! I will think on this.

Apologies, the system in Britain is different, I didn't know you could simply switch your major. Perhaps different rates could occur for different times of withdrawal, maybe 80% within 5 months of taking the subsidy, 40% within 2 years and 20% after that?
