Yes. Vukmir hasn't led in any poll of this race at any point, and Baldwin is up 11 in the polling average (and is above 50). This is Safe D, and any other rating is being far too kind to Republicans right now.

No raters have this as Safe D either, but I will say that it is quite telling that Vukmir has not put out anything to counter this narrative.
