It was the only midwestern/rust belt state to swing to Hillary in 2016. Why?

In Illinois, the influence of Chicago (Cook County) is overwhelming. This county contains over 40% of IL's total population, and every election over the past three decades have results in Democratic blowouts at the presidential level. In addition, the suburban collar counties surrounding Cook have voted Democratic over the past 10 years.

Downstate, there are some Democratic bastions, primarily in counties with major universities (Champaign, Jackson), as well as some counties with relatively high populations. However, Trump did manage to flip a string of counties in NW Illinois, as this region is located next to NE  Iowa & SW Wisconsin (both of which flipped to Trump). Nonetheless, this shift was offset by Democratic gains in the Chicago area and other Democratic bastions mentioned above.

Because Chicago and its suburbs swung D, and that's the vast majority of the state population. Add McLean and Champlain giving solid swings towards Hillary too, and it doesn't matter that the small and declining rural counties downstate swung hard to Trump.

Long answer: wealthy outer suburbs that voted Romney swung 15+ points left for Hillary.

It did.  Look at the trend/swing maps.  Swings in downstate Illinois were as dramatic as the swings in IA, OH, MI and other Rust Belt states.  Chicagoland more than mitigated these swings though.

Rich people who live in DuPage county are happy with the way things are.

Thing about Trump is that everyone believed his core message on economic and trade issues, it's just that many wealthier and less partisan Republicans were not enticed.

Chicago and adjacent suburbs that voted Kasich in the primaries swung Hillary, but the rest of the state was more in tune with the rest of America.

Dupage is part of Cook metro areas. It has transformed like Orsnge County. Outside of Dupage and Cook, it's GOP

Because it's much more urban and suburban than the other states. Its proportions of the population is about 2/3 Chicagoland (Chicago and all its collar counties) and 1/3 everything else.
