Obviously it is too soon to tell what the relative quality of this prison is to existing ones, but why take an automatic negative opinion? BlackRock is not even remotely connected to Blackwater and they aren't providing the security.

The private prisons here in the U.S. are poorly run and used to squeeze up a quick buck. If someone can profit, it is against their interests to lower crime.

The contracts were let at a time when Mexico was suffering from prison overcrowding. Changes in policy mean that's less of an issue now, but hopefully the response will be to close older substandard facilities.
