I don't really see how political neutrality can be enforced, so let the chips fall where they may.

Be broken up by antitrust laws. As should most of the large traditional media conglomerates.

Option 1 is optimal, but government policy should realistically be option 4.

Neutral, but not tolerate any kind of extremism, misogynism, anti-semitism, racism or whatever.

And what exactly is extremism, misogynism, anti-semitism, racism, and whatever? It's a slippery slope to deciding that misogynism and racism is criticism of the new POC female CEO who wants to layoff a team of important developers or that extremism is supporting a tax policy that will increase her taxes.

They are the "fifth-estate" and should be neutral or lose 230(c)(1) protections.

They should either be broken up by antitrust laws (preferred option), or they should be neutral from a partisan standpoint, but take up a paternalistic role as guardians of the U.S. system of government, social stability, and 'Western civilization' more broadly. However, if the latter, it should be done in a way fiercely independent of the federal government.
