Virginia recently started having lottery winners fill out claim forms providing harmless information and as a result discovered a few vendor locations with astronomically improbable win rates for a few employees of those establishments.

This proposal will similarly require a claim form and also criminalizes two types of lottery fraud that could be the reasoning for the improbable win records. Microscratching is apparently a problem Florida has had with lottery ticket vendors.
