What are the odds that LePage actually runs a campaign on fiscal responsibility and not weird cultural grievance? Seems like that's not really his m.o. but I'm not the closest follower of Maine politics.

Is "fiscal responsibility" a critique that would actually, if honestly presented, win over Maine voters? My instinct here is that if presented through a culture wars lens (e.g., "hard working Mainers' tax money is going to subsidize health care for society's takers") that it would be a potent message upstate but it seems difficult to present it that way in a state that's so white and where social safety net programs are popular (I may be wrong on that last point but I've heard it in a couple places before).

Yes, but it wouldn't turn out cultural conservatives enough to get over the natural Democratic lean of the coasts, especially if Mills makes notable liberal accomplishments like medicaid expansion, conversion therapy ban, etc.

Per Ballotpedia, a candidate for governor is required to be:

- at least 30 years of age
- a United States Citizen for at least 15 years
- a Maine resident for at least five years, resident of Maine at the time of election and during the term for which elected.

The last point doesn't seem to require residency for the immediately preceding five years, so as long as he moved back to Maine before the election he'd be within the law (assuming he even moves away to begin with).

One rather rare case, where i agree with you. I like moderate (even more - liberal) Republicans a lot, but, since they are becoming almost extint - not much remains to be loved. And i absolutely hate LePage and other trumpists... So, my hope is that he will be soundly defeated if he runs.
