I was aware of this pratice before, but Jerry Brown's most recent trip made Gavin Newsom acting governor. Why do lt. governors become acting govs when the incumbent leaves the state? Only because the governor is outside his state doesn't mean he or she is incapable to do the job. The VP also doesn't act as prez when his boss is on a trip abroad. This pratice is a little absurd when both officeholders belong to different states, when there is no ticket election.

This also raises the question whether a gov. has no authority when he is outside the state? Like signing contracts on behalf of the state.

Of course it's absurd, especially in our age of instant communication capabilities.

New Jersey also adheres to this, while Alabama mandates that if Governor is outside of her or his state for around 20 days (can't remember the exact number), Lt. Governor becomes Acting Governor.

Interestingly whenever President of Brazil is out of country, VP (or the next person in the line of succession) becomes Acting President, even when the President is engaged in high level diplomatic talks abroad, which, I think, could present a legal and political problem.

True in Uruguay as well.
