Yes, Trump Clinton vote.

Tiers are based on 2-Party vote.

basically there are 10 tiers of colors.

When I am done with this map, I will go back and make versions that show presidential vote for 2012, 2008, and 2004 (in addition to the current in progress 2016), as well as projections for the likely House results in 2012, 2014, 2016, and 2018.

Population densities should be taken into account when determining if a map is East-West, North-South etc.

Cumberland and York County already account for ca. 70% of a district anchored in the South-West.

The current map adds Sagadahoc, Lincoln, Knox and a majority of Kennebec.

Solid's map adds Androscoggin, Oxford and Franklin.

In my opinion there is no excuse for a good compact map not to add Androscoggin, if you at the same time add a majority of Kennebec. I mean you could argue for a coastal district including Sagadahoc, Lincoln, Knox, Wado and parts of Hancock; but not Kennebec.

If you add Androscoggin, a very nice compact South-Western district would also include Sagadahoc and a majority of Oxford. This would look quite differently from Solid's district, but the only difference is switching Sagadahoc for Franklin and the rest of Oxford. Sagadahoc accounts for only 5% of a district. So in many regards these are essentially the same districts, the difference being that Solid's plan doesn't split any counties at all.

Just to note, I am not obsessively going for complete population equality. I think 2% maximum deviation is good enough when done within reason.

Yeah this is my about idea of a fair ME map - York + Cumberland, then Sagadahoc, Lincoln, and Androscoggin, with a cut in to grab 7K from somewhere. While I am the kind of guy who OBSESSES over counties cut, Maine and the rest of New England are an area of the country where it is better to keep towns intact rather then counties. Looking at cross-county communities of interest, it also makes more sense - the midcoast is more in line with the southern corners identity then the rural upstate.

Hell if we are not cutting counties, Sag+Lincoln+Andros has less pop div then Oxford+Franklin+Andros - 7K is better then 10K.

The point of the title seems moot if there isn't a definition of what constitutes fair for the districts in a state. What metric should an interested observer use to see if the map meets the goals?
