Tumblr being so cheap as to not want to hire any meaningful # of moderators is like the story of all social media companies (besides FB I guess). Instagram is having its own problems with trolling and abuse because whatever moderation they do have is woefully inadequate. Ditto for Twitter. These sites just keep getting stuck in the same loop and thus letting their problems fester.
As for another site taking Tumblr's place, I'm not sure how that would work out. If we're talking about a site dedicated to the adult-side of Tumblr, it'll probably just end up being another sketchy porn site that delivers malware-laden advertisements every time you load it.
Or it will end up like the "free speech alternative" to Facebook, Minds - which I learned over time is almost exclusively used by alt-right goons and neo-Nazis.
You would think that, considering the humble beginnings of those sites, it wouldn't be that hard for a new social media giant to emerge and make Tumblr go the way of MySpace, but I think people are accustomed to sticking with what's already there and meekly complaining when those sites choose to do something dumb or unethical.
