I'm pretty surprised that map resulted in a win. Historically, when a Democrat wins Wisconsin, they win the counties on the Western Border running from Pierce to Grant. This year, Evers didn't do that (Baldwin, however did), but he made up for it by greatly reducing the margins in WOW. In the AG race, the Democrat didn't win the counties on the Western Border nor did they (AFAIK) reduce the margins in WOW.

Am I missing something here? If not, could someone explain how the Democrat won?

The margins in the WOW were definitely reduced, plus wider margins in Dane and Milwaukee.  Dane becomes a bigger beast each year.
