Instead of being injured by Cheney in the accident, Whittington dies instantly. What would happen to Cheney?

He resigns and goes to jail for manslaughter. Condi Rice becomes VP, and Bush uproots his Cabinet. Richard Lugar takes over the State Department, while Powell becomes Secretary of Defense. The overall tone of the Bush administration shifts, towards the “compassionate conservatism” of Bush 43.

Cheney might have been indicted for murder, but he would've plead to manslaughter and resigned in exchange for a reduced prison sentence/probation.

Colin Powell becomes VP.

Considering the shooting had no real effect In RI, the election would have been more or less the same.

If Whittington had died, Cheney probably could've been asked to resign, or may have just resigned himself. Not sure who would replace him, though Condi would probably be considered a pretty good potential replacement, or maybe Danforth as he'd been expected to do in 2000 before he picked Cheney.

But on the other hand, considering that Whittington actually apologized *to* Cheney for getting shot *by* Cheney, I'm not sure anything would actually happen to Cheney, even if he killed the guy.

Almost certainly.

There's practically zero chance of Cheney actually going to jail. At most he'd receive a suspended sentence.

There's no way in hell the GOP base wouldn't erupt if Bush were to nominate a pro-choice for the Vice Presidency. Not happening.

The odds of Powell being remotely interested in returning to Dubya's administration after his experience as his SoS are close to zero.

Oh please, that was never a real thing other than a talking point.

To be fair, Bush has no more presidential campaigns to run at this point so he just might not give a damn in regards to what the GOP base thinks about somebody who might be his preferred choice for VP.
