Basically, how would Dubya do if he'd picked his brother Jeb, halfway through his first term as Florida Governor as his running mate?

Yes, but I'm Dubya (or Jeb) would sue over the act's Constitutionality. (or lack thereof).

All I can say is that Bush would win Florida by a bigger margin than in real life as Jeb was Governor there at that time.
