Japan and other whaling nations only agreed to a temporary halt until sustainable quotas could be developed, but then other IWC nations tried to make temporary into permanent despite the fact that whale numbers have rebounded considerably and some species are not at all endangered. The only surprise here is that Japan waited this long.

At least they won't be whaling in our waters anymore...

They weren't whaling in your waters to begin with.  They were whaling in Antarctic waters and Antarctica is terra nullius and owned by no country despite fanciful claims to contrary by some nations.  At most Argentina and Chile might have a claim since they had people born there, but their parents weren't really settlers so I wouldn't consider their claims valid either.
