So this bill bans two practices:

Non-compete clauses prevent employees from entering into competition with their employer at any point in the future; the premise for using them is related to intellectual property, but there are already laws against intellectual property theft and non-compete clauses can often go much further than this. They can cripple people's careers by preventing them from getting hired in their chosen profession, and are just all around awful for the rights of employees.

Restrictive Employment Agreements, as defined in this legislation, are agreements between employers not to hire each other's employees or ex-employees. Such agreements diminish the ability of workers to find positions outside their present employers and thus makes them more dependent to the whims of that present employer. These collusion schemes thus greatly harm the rights of employees and makes it much easier to exploit them.

Both need to go; there are a few cases where noncompete agreements can be useful, and exceptions have been carved out for these. For the other cases, as well as for restrictive employment agreements, I wholeheartedly support banning them and am glad to sponsor this bill in the Senate.

This seems to have a broad base of support from many, myself included, for once.

Starting 72 hour debate clock.

This sounds like it could reduce a lot of near monopolistic situations that exist presently, especially in the fields of technology, but certainly in many others. As no fan of monopolies myself since I think they are the opposite of a free and competitive market, it should be our objective to promote as much competition as possible so as to ensure that greats upward pressure on quality and downward pressure on pricing for the benefit of the consumer and thus reduce the ability of wealth and thus subsequently power to concentrate into the hands of a few at the expense of the many.

I see no reason not to move forward with a vote at this time.

Just so we are clear, I'll open a final vote when I get home, as the 24 hours for a suspension and 24 hour objection period for a vote are up.
