I don't know about Austria, but in Germany it took so long because CDU/CSU kept blocking it. Most CDU/CSU voters supported SSM by the 2010s, but the CDU/CSU membership still heavily opposed considering the most religious Germans remain the most active CDU/CSU voters (and members). The ÖVP (Austrian Christian Democrats) has continuously been in government since the 1980s, so I guess they also kept blocking gay marriage? Tender definitely knows the answer so I guess we have to wait until he reacts Tongue. Austria is quite a bit more religious than places like the Netherlands or Sweden anyway.
