If a Presidential candidate ran explicitly on this, and given where the Democratic caucus is at right now, I wouldn't be shocked if this didn't pass. It would be hard to welch on this and not face flames from the emboldened base.

I think there was a time in the not so distant past where Democrats could welch on this if they got a trifecta, but I don't think they can now.
