Here is an explanation of it: https://jalopnik.com/why-people-are-suddenly-freaking-out-over-californias-e-1831620651

There has been a lot of outrage (at least online) over this. In particular, a lot of conservatives/Republicans have used this new law to say that this is another example of California being "Commiefornia". I obviously think that this is an overreaction. There is also a change.org petition regarding this that has a ton of signatures (https://www.change.org/p/nullify-fines-for-loud-mufflers-ab-1824-section-4-in-california)

Anyways, the main reason why this law was modified (It's been a law since 2002). was because of street racers in California that do "takeovers" and "side shows" on intersections and other PUBLIC roads. Many car enthusiasts and street racers in California are really upset by this law.

What do you guys think about this law?

It doesn't really change the law, so much as change what it means to get charged for it.  Used to be a "fix it" ticket, now it's a proper ticket.  I'm a car guy and a libertarian and I don't really have a problem with this.  95db is plenty loud.

As someone who lives on a main road, I support all laws to kill of noisy exhausts.

They really need to repeal the law that makes it so they basically can't enforce speeding laws in California. That law is likely the 2nd worst law in the state after Prop. 13.
