This bill makes non-compete agreement unlawful for most cases and restrictive employment agreement unlawful in all cases. The bill allows anyone who is wrongfully effected by an attempt to enforce one of these agreements to take civil action. This increases freedom for employees and workers by preventing agreements that are unfair and prevent hiring, which hurts individuals.

Can you add an exception for trade secrets and special skills? Especially with special skills, a negative injunction is the only real way to enforce a personal services contract, since specific performance is slavery. If there are 2 opera houses in 1 town, and opera house A signs a contract with the premier European opera singer, I dont think it is unreasonable to be able to prevent her from breaking the contract and singing at opera house B. That can cause undue harm to opera house A, even though they were the ones who originally recruited her. While I am generally opposed to overbroad noncompete clauses, there are additional examples where exceptions are valuable and necessary.
