Southern California (counting that as #51, since Northern California would keep Sacramento (and all prior State capitals) and thus the #31 spot).

Puerto Rico should be the fifty-first state. They have the land area, population, the infrastructure, and the viability. By all rights, they should be a state.

While statehood is divisive in Puerto Rico, independence is quite fringe, only around 5% of Puerto Ricans support it I think

Not enough money for Alaska. No sum of mere cash is enough to sell Alaska without duress. Staten Island is not big enough to be a state - just make NYC + Nassau + Suffolk and maybe Westchester a separate state.

I'm unsure about the viability of interplanetary nation-states. The American Mars Colony might end up like Puerto Rico. It's unfair to make congressmen travel to Earth and back without perfect quality space travel.

British Columbia should be either the 51st or 52nd after PR. Then Alberta should be the 53rd, Sas. the 54th, Manitoba the 55th, Ontario the 56th....
