Although Bolivia lost the War of the Pacific it never accepted the loss of it's coastline and it's constitution claims a right to access the pacific. In addition it has a holiday dedicated to it's territorial claims and it maintains a symbolic navy. In 2018 Bolivia took Chile to the ICJ in hopes that Chile would be ordered to negotiate access to the sea, however the ICJ ruled against Bolivia.

Well, as we argue here in Chile it's been sovereign Chilean territory for almost 150 years, there is absolutely no reason why Chile ought to accept the ridiculous plans constantly put forward by Bolivia (such as splitting our nation in half to give them sea access through Antofagasta), and the one workable solution (a land corridor in the border with Peru) has been constantly vetoed not by Chile but by Peru itself, who don't want a full border with just Bolivia.

Since Chile already grants Bolivia several commercial advantages or concessions and a series of measures which are aimed at reducing the impact of being a landlocked nation - which certainly hasn't stopped other countries from being successful regardless of what is claimed at La Paz -, there really isn't much we can do short of compromising our national sovereignty or declaring a perfectly valid treaty willingly signed by Bolivia as void.

Honestly, both Peru and Bolivia should enter into an economic and/or political union. Would solve any economic issues from using the same ports while having parity in parliament from a more conservative, native patronizing Peru and a more leftist Bolivia.

It's funny to think Paraguay is the only South American nation never to have a sea access... even though they have long marine traditions.

Their navy actually is a lot more than that. The Mongolian on the other hand consists of 4 sailors, 1 of whom can swim.
