This is actually a decent strategy.

A perceived slight to Trump's presidential authority, and/or ego, might be the jolt needed to bring him to the table.

This is why I think Nancy Pelosi is the right fit for the job right now.  She is good at knowing where to aim and when to push the button.

She has a legitimate reason to at least postpone the address.  It deprives Trump of his best yearly opportunity to spew his lies.  It also means that if Trump gives a live address from elsewhere, the playing field will be much more equal with the Democratic response.

He shouldn't be allowed to deliver his State of the Union, even if the government reopens (which it won't, since Trump isn't interested in negotiating).

Man, I'm really liking Speaker Nancy 2.0. Of course we need to remember, it's always easier to rule Congress when you're not the Party in control of the White House. At lease Nancy has experience with that, Paul Ryan learned the hard way and quit.

He wouldn't really be fulfilling the Constitutional requirement to "from time to time give to the Congress information of the state of the union" if he was speaking from the Oval Office. I'm not sure how he'd argue in that case that he was "giving the information to Congress." And while admittedly he probably doesn't care about the Constitutional requirement, if he did go through with a regular Oval Office speech I highly doubt the networks would give it the same kind of elaborate ceremony (and as much airtime) as he'd get with a real SOTU address.
