A deleware county republican who liked Kasich and thinks Dewine is a calm old man who will generaly continue Kasich's policies
Also hates trump so sends back the liberal populist senator to washington. Probably voted for O connor but maybe Balderson.

Looking at the maps for Senate and Governor, a lot of them are probably blue-collar voters who like Brown but have otherwise trended Republican.

Someone who votes on name recognition (more common than you think, but especially common in Ohio)

I was going to say a front runner who votes for incumbent parties and fools themself into thinking they're independent!

Voters who put a premium on incumbency and experience.

DeWine wasn't the incumbent, but he's been a fixture in OH politics for going on 40 years.

I think this is also right (another type of Brown/DeWine voter)

Tim Ryan and Sherrod Brown can win statewide in OH. Ryan was coy about leadership in the House.  He will run, for Veep, but Biden doesnt need him, others do. If he isnt Veep in 2020, he will run for Gov or Senate in 2022

These are voters who are Republicans and might of voted for Trump or not voted but they voted for Brown because they like him or they don't like Trump anymore. These voters also like Kasich and liked DeWine.
