We got punched in the nose trying to feed starving people in Somalia (partly because his Administration failed to give the military some simple toys it asked for to be safe) and so he stopped trying to feed Somalians.

The Rwanda situtation resolved itself, Clinton stopped Milosevic's genocides, strengthened the UN and NATO, helped bring peace to Northern Ireland, and tried to strike Bin Laden (unlike Bush/Cheney/Rumsfeld/Wolfowitz, who didn't take Bin Laden seriously), so I say freedom policy.

HP. Expanded NATO to Russian borders (which has had disastrous consequences), is responsible for the illegal American-led bombing of Kosovo -- and just for the near genocidal condition he left Iraq in, he makes Milošević look like an amateur in war criminality.

It wasn't amazing, but I would certainly take it over George W. Bush's. I wish he had intervened in Rwanda, but it's not like the U.S. caused the genocide. He also deserves a lot of credit for brokering a lasting peace deal in Ireland.

I definitely approve of his first intervention in the Balkans, especially the way he set a precedent for using NATO to conduct post-Cold War collective security operations. Getting involved in Kosovo (the second Balkans intervention) might have been a mistake in the long term because of the impact it had on Russia-U.S. relations, but it also brought an end to ethnic cleansing campaign. Also, regarding Russia, it's worth noting that Clinton actually won Yeltsin's acceptance of NATO expansion into Hungary, Poland, and the Czech Republic, and Clinton helped Russia join the Group of 8. I do think that Russia has some legitimate concerns about the expansion of NATO, but iirc what really set them off was the expansion of NATO into the Baltic states in 2004.

Mixed. Good policy in Israel and on NATO in Eastern Europe, relatively bad in Russia, and downright evil in the Balkans.

Mixed, but still the best Foreign Policy President of my lifetime. Bush was terrible, Obama was largely a continuation of Bush with a few bright spots, and Trump is terrible to.

The Clinton administration is directly responsible for more deaths than the ethnic cleansing that occurred in Bosnia. You can find my comparison offensive, but that doesn't make it any less accurate
