If this is an attempt at a joke about how the word "free" has multiple meanings, it's not a good one. If you are trying to say that slave owners bore costs of owning slaves, that is not something worth pointing out given the context.

Welch was, based on the context, using it to mean "working for no pay."

But 19th century abolitionists did use "free labor" to refer to the status of the laborer, as in the slogan "Free Soil and Free Labor."
