I mean, it's just a change in definitions that will affect how the DOJ compiles crime statistics.  The new definition matches the definition under VAWA, so it won't be affecting what types of services and programs are eligible for OVW federal grants.

This is also going to have absolutely zero effect on how domestic abuse is prosecuted.

Then why do it?

From the article, I have severe skepticism that this will not ultimately impact VAWA funding and / or services.
