And by state lege, I of course mean the Rs

Has to do with a district in NE IA that the Republican incumbent won by 9 votes.  However, 29 Absentee votes in Winneshiek county weren't counted because they didn't have a "postmark" on them.  The Post Office actually doesn't always use postmarks anymore, they use barcode technology and the IA law was updated to include "intelligent barcodes"  however, these ballots all had a variation of the barcode called a routing barcode which indicate that the post office had received them on time per law but apparently gives the Rs an excuse to not count them. 

Compounding the issue is that another county in the district, Fayette, took in 12 ballots without a postmark or intelligent barcode.

Pretty much straight up disenfranchisemnt on the Rs part.

It's a 50-50 county overall, but the D won it 53-47 in the state house race, and absentees have a pretty hefty D lean in Iowa.  It's not a slam dunk by any measure.  If all 29 voted in the state house race the D would have had to win 20-9 to win outright and 19-10 for a tie.  Besides being anti-democratic it was pretty cowardly too.

Well obviously if you would lose if all ballots are counted you just don't count the ballots.
