Kentucky comes to mind as a red state that might be marijuana-friendly. Texas seems to be anti-marijuana.

Red = Illegal

70% Green = Legal

Marijuana is also decriminlalized in Mississippi, Missouri, Nebraska, North Carolina, and Ohio.
